The Citadel has an answer, and it isn't the popular one. What you do at the eleventh hour is either a checklist or a panic, and you get to choose which in advance.
Position before the horn: the host that must march at the bell arrives to a fight already shaped.
Say the plan once, plainly, in banner chat. The lords who missed the council fight tonight too.
The record will still say this next season. Consult the ledger before the sword.
