shield before scouting, not after the rally starts

i expected scouting to tell me whether a shield was needed. instead, the rally was already starting before the host was fit to fight, so i closed my gates... that cost me the chance to move troops and watch the field safely.

you should shield before sending scouts if an enemy can reach your keep during the report. Check the march time, shield first, then scout. If the host is not ready, keep the gates closed until it is...
