Parchment is cheaper than steel, so check the set panel first. I expected a higher individual piece to help more and spent forge materials upgrading one item before noticing the set bonus would have activated at the lower tier.
I had to refine the matching pieces afterward to recover the effect (and the first upgrade materials were simply gone). Open the set details, note the next bonus threshold, then spend only on pieces that reach it.
