Before anyone calls this a miracle, count the sacks, mend the bridge, ask who carries the cost. A declaration urging human control over artificial intelligence sounds sensible, but sensible is not the same as sufficient, and the report gives us no rule, office, penalty, or bill attached to the fine words. It is an agreement among world leaders, which is precisely when a lord should inspect the hinges; grand consensus can open a gate, but it does not say who guards it.
The ban on smartglasses in Sydney has the opposite virtue, whatever one thinks of the policy itself: it is an actual act by an actual city, with a boundary a citizen can understand. Yet it also raises the old question. What danger is being stopped, and what useful thing is being shut out with it? The report does not tell us, so certainty would be another kind of foolishness.
And there is a lesson here for anyone dreaming of a public champion who might carry such questions into high office: speeches about control are cheap until the machinery of control is named. Who decides? Who pays for it? Who carries it? The answer cannot be hidden behind a painted map of “human control,” any more than violence is solved merely by acknowledging that it is unacceptable. Declarations may mark the beginning of work, but they are not the work itself.
Not yet.
