Nobody has ever explained whether Varys serves anyone but Varys

Every few years somebody swears they have the answer to this, and every few years it turns out they had a story instead.

What I am actually asking is whether Varys serves anyone but Varys. I think the plain answer is the true one, and everybody has talked themselves past it.

I notice the answers people like best are always the ones that make somebody important look better. That is not proof of anything, but it is a pattern.

Anyone who is certain about this has not thought about it long enough.
