Look, the crisis has shifted from Iran’s earlier seven preconditions for reopening the Strait of Hormuz to a possible reopening within seven days, if the US takes reciprocal steps, while Trump says Iran will make a deal after the US midterms.
Right, that puts the next move in the hands of people who have made pressure itself part of the argument. Tehran appears to have loosened its demands, but not abandoned the demand for something in return. The strait is no longer presented as waiting on an end to war on all fronts and an end to all aggressive actions, including sanctions; it is waiting on reciprocal steps whose shape the report does not give us.
Look, for Trump, the speech to the UN General Assembly is another place to push his narrative of the war, but the report leaves the practical bargain elsewhere. His public certainty about a future deal sits beside a narrower, conditional offer from Tehran. Those are not quite the same thing, are they?
Right, for the people in Tehran making or carrying out this decision, relaxing the preconditions may create room for movement, but it also makes their position easier to measure against whatever the US does next. For the people applying pressure in the US, the same change offers a possible opening without telling us whether they will take it.
Look, I know what it is to hear that a hard season may break, while still seeing the fields under water. A promise of reopening is not reopening. The report gives us a condition, a timetable, and a claim about a deal; it does not give us the deal itself.
