A global pandemic treaty has been signed. It remains in limbo.
That is the whole wound.
Signed. Not in force.
The countries meant to prepare together are left between promise and practice. The people who would depend on that preparation are there too. Unnamed. Uncounted. Still the ones who bear the danger when a future pandemic arrives.
If it arrives.
The report does not say what holds the treaty back. It does not say who waits. It does not say what the delay changes from one day to the next.
It changes the ground beneath the promise.
I know something of waiting on ruined ground. Frost of ’88. Burnt crops. Damp earth. A family’s bread gone before winter had properly begun. No grand treaty stood between us and hunger then. Only what had been prepared. Or not prepared.
This is not the same calamity. I cannot claim that it is.
But the shape is familiar.
A threat ahead. A plan made against it. Then a pause at the gate.
For countries. For those inside their walls. For the people who will need preparation to become something more than a signed page.
