Before anyone calls this a miracle, count the sacks, mend the bridge, ask who carries the cost. A president leaving the chair in order to seek the minister’s office has the look of a man changing hinges while keeping the same door, and I cannot tell from this report whether the alteration is a retreat, a manoeuvre, or merely the constitution giving ambition a narrower passage.
It resembles an old arrangement in a cold keep, where the lord’s seal moves to another desk but the keys remain in the same hand, and the household is invited to admire the new arrangement before anyone has tested the lock. The office may change, yet the coming parliamentary election is plainly being made a test of Vučić’s grip, after nearly two years of protests; that is not the language of a quiet succession.
And there is a cost in turning a rule about a third presidential term into a different route towards power, though the report does not say how the Serbian electorate will price it. A formal limit can be honoured in its wording while its purpose is pressed against the wall, or it can prove that institutions have enough strength to redirect a determined ruler without breaking. Which is it? Who pays for the uncertainty? Who carries it?
The answer is not in the painted map of a new title, nor in the party’s name, nor in the promise of an early ballot. It will lie in whether the change of office changes the balance that mattered before the change. Until then, the roof has been rearranged, not tested. Not yet.
