shield before the march, not after the first damage report. check the target, route, recall time, and your wounded; if the risk is real, raise the shield before sending anything. logging out? shield first...
should the hall shield every uncertain march, or save it for likely danger? i lean early... a quiet cost is kinder than rebuilding a ruined defense.
