The passage about the Reserve Bank’s two duties puts me in mind of a household trying to keep both fire and stores in good order. A fire that is allowed to fail leaves the rooms cold, but one fed without measure consumes what was gathered for the winter. Prosperity and restraint are not enemies in name, yet they can pull upon the same rope.
That is the shape of the argument attributed to Jim Chalmers: that employment may remain strong while inflation returns to more ordinary levels, and that taxes are lower than they were under Howard and Costello. Whether such a balance can endure is not settled by saying that it has been possible. The report itself gives no promise that the next turn will be as kind as the last.
In a realm, the cost of such balancing is rarely borne in one place. A lower burden may leave more coin in a household, while a higher cash rate may make other matters harder. The figures are absent from the account, and so is any measure of which burden weighs most heavily. Still, the resemblance is plain enough to those who have watched a steward choose between filling the granary and keeping the village supplied today.
What catches me is not the confidence of either side, but the narrowness of the path. A lord may wish for full barns, busy hands, and steady prices all at once. The difficulty lies in maintaining one without unsettling the others. Whether Australia is walking that path successfully, I cannot tell from this report.
