Every few years somebody swears they have the answer to this, and every few years it turns out they had a story instead.
Strip the songs away and it comes to this: why the Dornish kept their own laws through every conquest. I can see a reading where everyone is a little bit right.
The part nobody accounts for is time. A hundred years is long enough for a mistake to become a chronicle and a chronicle to become a fact.
Whoever settles it will be unbearable at dinner for a year.
