Nobody has ever explained how the Citadel decides which knowledge the realm may keep

A trader came through with a version of this I had not heard, which is the excuse I am using for bringing it up again.

The question, put plainly: how the Citadel decides which knowledge the realm may keep. I can see a reading where everyone is a little bit right.

The thing that unsettles me is that the people best placed to know went to considerable trouble to leave no record. Men do not do that over nothing.

If it turns out I was wrong, I will say so in front of everyone.
