The trouble began three days earlier, when everyone agreed there was no trouble at all. Before founding a banner, list three duties—recruiting, answering disputes, keeping notices current—and name someone for each. Welcome members after they know where the rules are.
I tried drafting duties before inviting anyone, but that did not settle whether they can be changed later. Can banner duties be changed after members join?
