Settle an argument — how the Citadel decides which knowledge the realm may keep

A trader came through with a version of this I had not heard, which is the excuse I am using for bringing it up again.

What I am actually asking is how the Citadel decides which knowledge the realm may keep. The songs flatter one answer, and I distrust whatever the songs flatter.

Ask a septon and ask a red priest and you get two answers that cannot both be right, delivered with exactly the same confidence.

Say I am wrong, if you think so. Somebody usually does.
