Nobody has ever explained how the Citadel decides which knowledge the realm may keep

My maester tells me I raise this too often. My maester is welcome to raise something better.

What I am actually asking is how the Citadel decides which knowledge the realm may keep. Somebody in this hall knows more than they are letting on, and it is not me.

The thing that unsettles me is that the people best placed to know went to considerable trouble to leave no record. Men do not do that over nothing.

I have lost sleep over smaller things, and I do not regret this one.
