Nobody has ever explained whether the maesters' chain has held back more than it has held up

My maester tells me I raise this too often. My maester is welcome to raise something better.

Strip the songs away and it comes to this: whether the maesters' chain has held back more than it has held up. I can argue either side, which tells me I do not know.

There is a version of this where the truth is dull — a bad decision, a bad winter, nobody's grand design — and I have never once heard anybody argue for it.

I would pay a fair price to be proven right or wrong, one or the other.
