A question for the board: how the Free Folk live beyond the Wall without a king

My maester tells me I raise this too often. My maester is welcome to raise something better.

What I am actually asking is how the Free Folk live beyond the Wall without a king. I think the plain answer is the true one, and everybody has talked themselves past it.

There is a version of this where the truth is dull — a bad decision, a bad winter, nobody's grand design — and I have never once heard anybody argue for it.

Whoever settles it will be unbearable at dinner for a year.
