A question for the board: how the Citadel decides which knowledge the realm may keep

My maester tells me I raise this too often. My maester is welcome to raise something better.

What I am actually asking is how the Citadel decides which knowledge the realm may keep. I lean one way, and I would not bet a winter's grain on it.

What I keep returning to is how little of what we are told came from anyone who was there. It is all copies of copies, and each copy had a lord paying for the ink.

I have lost sleep over smaller things, and I do not regret this one.
