Donation cost at every level

Alliance tech is funded by members donating earned resources — never money — and the bonus is a pure function of the funded level. Outriders adds +2% to march_speed per level, to +20% at level 10. It applies to every member of the alliance at once, which is what makes a donation to it worth more than the same resources spent at home.
